Papillion's secret settlement

The World-Herald was the first to reveal that the City of Papillion paid a secret, $200,000 settlement to former Papillion Mayor James Blinn's female executive assistant.

Those involved in the settlement were legally obligated to remain silent, but The World-Herald continued to dig. Ultimately, Attorney Jon Bruning looked into the payment to one-time mayoral assistant Racheal Cascio.

The World-Herald provided the most comprehensive story on Bruning's opinion - Papillion acted properly, even though it could have prevailed in court against a sexual harassment claim. Bruning said Cascio's relationship with Blinn was a consensual office romance that ended badly.

Saturday, Oct. 17; Bad breakup preceded payout

The World-Herald followed up with details on the exact nature the pair's City Hall relationship, including interviews with Cascio's ex-husband and fellow employees.
