Bill would change signature rules

LINCOLN (AP) -- Changing the Nebraska Constitution through the initiative process could get tougher, while making state laws could get easier.

On Monday, Sen. Bill Avery of Lincoln introduced a measure (LR279CA) to the Legislature. It would require that a group wanting to put a constitutional amendment before voters gather signatures from at least 15 percent of the state's registered voters.

Current law requires signatures from at least 10 percent.

Avery wants to make it harder for out-of-state, special-interest groups to target Nebraska.

The measure also would decrease to 4 percent from the current 7 percent the percentage of voters' signatures that would be needed to put a proposed law change on the ballot.
