LINCOLN -- Highlights of Gov. Dave Heineman's State of the State address Thursday:
TIGHT BELT: Don’t increase taxes, be prepared to make more budget cuts if tax receipts worsen.
EFFICIENCY: Increase use of Internet to deliver governmental services and cut expenses.
VIRTUAL SCHOOL: Create a statewide "virtual high school" that offers courses at night and on weekends.
TRUANCY: Cut truancy rates, especially in Omaha.
RIGOR: Continue to pursue Nebraska P-16 Initiative to increase rigor in high school coursework, eliminate learning gap for non-white students and increase numbers in higher education.
BUSINESS LURE: Keep recruiting high-tech firms like Yahoo and PayPal, build momentum from state’s recent high rankings as being "business friendly."
