$9M city budget passes

SHENANDOAH, Iowa — The Shenandoah City Council approved a $9 million budget for the 2011 fiscal year last week.

The vote was 4-1. Councilman Don Gibson said he voted no because he thought there were a few city employees whose salaries were too high. He declined to go into detail.

The budget includes an estimated total tax levy that's virtually unchanged, up only a fraction of a penny. It's $18.11248 per $1,000 of taxable valuation, up slightly from last year's $18.11086.

The estimated tax levy rate per $1,000 valuation on agricultural land remained the same as last year at $3.00375.

Capital improvement projects will receive the most funding this year with $1,415,750.

Among capital improvements, street improvements were allotted $100,000; airport improvements $498,750, armory building improvements $20,000, renovation of City Hall and other city buildings $100,000, and the coming neighborhood stabilization project on West Lowell $595,000.

Shenandoah City Clerk Marcia McKay said some capital improvements projects, such as the neighborhood stabilization project, are federally funded, and the city will be reimbursed.

“It is also listed on the revenue side of things, so it cancels out,” McKay said.

Public safety was the second largest budget item, at $1,150,200.

City officials expect to receive $8.9 million in revenue.
