Omaha Time Capsule: Noyes studies dog menace

What happened in the Midlands on this day? Here's a sampling from the World-Herald archives.

NOYES STUDIES DOG MENACE

Feb. 15, 1952: Fire Commissioner William D. Noyes was disturbed about the dog menace in Omaha. He said he planned a complete search of city statute books to find what the City Council can do about it. Severe biting cases had been reported, and packs of dogs had been running loose in some areas. "If it keeps on like this someone's going to get killed," he declared.

1933: Fire Commissioner Towl said he did not intend to fill the place of Inspector Clarence Urban, who died in the Millard hotel fire. "I expect the City Council to give me control of the building department for the purpose of this inspection and in that event, we shall have inspectors enough."

1992: The Mayor's Committee on Environmental and Solid Waste Management should remain active because Omaha has many issues to resolve, said the committee chairman, Debra Stangl. Ms. Stangl, an attorney, said the committee was just becoming familiar with many needs after spending months focused on the city's blue-bag program for collecting recyclables. The committee began meeting last May and will stop operating in May unless Mayor Morgan keeps it going. At a committee meeting, Ms. Stangl said she will give a work plan to the mayor for operating another year.

2003: Sheriff Joel Pulley didn't know an earthquake had hit Furnas County until 14 hours later — when a reporter called with questions about the tremor. Few others felt the ground move during the eight-second quake. The earthquake was only just big enough for people to notice — if they were even paying attention. Its epicenter was about five miles south of Holbrook, near the center of Furnas County. The earthquake had a magnitude of 2.9. That's the smallest level generally felt by people, according to the Geological Survey's National Earthquake Information Center in Golden, Colo.
