COUNCIL BLUFFS — A child taken by her mother has been returned unharmed to authorities, according to Council Bluffs police.
The mother took the baby without permission from social workers in Council Bluffs on Monday, prompting a request for the public's help in locating 23-year-old Sara Kier-Billie and 8-month-old Talliah Ellison.
Police say that shortly after 1 a.m. Wednesday, Billi-Kier turned herself in at the Clarinda, Iowa, Police Department. Her child was taken into protective custody.
Billi-Kier was being held on a warrant for violation of custodial order, a felony. Several warrants out of Nebraska also have been issued against the mother, according to authorities.
Police gave this account of events: Billi-Kier took the child from a social worker when they met for a supervised visitation at the Village Inn Restaurant early Monday afternoon.
The social worker, Brooke Van Fosson of Clarinda, went into the restroom briefly and returned to find the mother and child gone. The mother had lost custody of the child after she tested positive for methamphetamine, said Sgt. Dave Dawson of the Council Bluffs Criminal Investigation Division.
