MADISON, Neb. — A former Madison man is scheduled for arraignment this week on kidnapping and weapons charges from an incident almost 10 years ago.

Rosario Betancourt-Garcia, 46, is accused of kidnapping Pedro Rayon-Piza in November 2003. He was arrested July 1 in Plano, Texas.

According to court records:

Rayon-Piza said Betancourt and a man he knew drove him to a location in Stanton County where the man and Betancourt pointed a gun at his head and threatened to kill him. He was tied up with a cord and duct tape and taken back to Madison and put in a building.

Rayon-Piza was able to get to a door and was found bound and gagged on the front porch.

Rayon-Piza’s brother, Jose, may have been the intended victim as Betancourt had allegedly made several threatening phone calls to him.

The arraignment hearing for Betancourt is scheduled for Friday.
