Ordinance 44779 would allow the City Council to issue and sell up to $155,000,000.00 in General Obligation Bonds, without further vote of the electorate through December 31, 2034, for acquiring, constructing, improving, equipping, and rehabilitating police buildings and facilities, fire stations, branch libraries, park maintenance facilities, auditorium support facilities, arena and convention center facilities, public works storage facilities, citywide building renovations and replacements, and other public facilities, excluding city construction equipment and salaries. Ordinance 44780 would authorize up to $30,000,000.00 in General Obligation Bonds for various park and recreation improvement projects, also subject to voter approval on November 3, 2026, excluding city construction equipment and salaries.
Non-consensual towing fee changes
The council is also scheduled to take a final vote on Ordinance 44781 to amend Chapter 20, Article VI, of the Omaha Municipal Code regarding unauthorized towing of motor vehicles. The ordinance would amend Section 20-163 to increase the administrative fee and the maximum fee that may be charged for storage of a motor vehicle for a non-consensual tow. These include the Cunningham View preliminary plat outside city limits southwest of 78th and State Streets (Resolution 2026-0646); the Walnut Hill Replat 10 PUR-Planned Unit Redevelopment Overlay District, final plat, and subdivision agreement at 1116 and 1120 North 40th Street (Ordinance 44771 and Resolutions 2026-0613 and 2026-0614); Serenity Estates Villas at 2240 Skyline Drive, involving rezonings from DR-Development Reserve District to DR and R5-Urban Family Residential District, a final plat, and a subdivision agreement (Ordinances 44772 and 44773 and Resolutions 2026-0615 and 2026-0616); and Iron Bluff Replat 4 northwest of 207th and I Streets, covering rezoning to MU-Mixed Use District, a major amendment to a Mixed Use District Development Agreement, preliminary and final plats, and a subdivision agreement (Ordinances 44774 and 44775 and Resolutions 2026-0617 through 2026-0619).
Interlocal agreement and federal grant funding
The agenda also lists Ordinance 44778, which would approve an Interlocal Cooperation Agreement between the Educational Service Unit Coordinating Council (ESUCC) and the City of Omaha for joint bidding and contracting for supplies, materials, equipment, and services through the ESUCC Cooperative Purchasing Program. Other items on the consent agenda include multiple purchase orders, contracts, and supplemental agreements recommended by the mayor, such as $453,886.44 for concrete replacement at various locations under Facilities Management (Resolution 2026-0661), an additional $1,152,720.00 for concrete pavement reconstruction on Fort Street from 108th Street to 114th Street (Resolution 2026-0662), $198,540.00 for professional streetcar communications services (Resolution 2026-0664), and several traffic signal infrastructure agreements with the Nebraska Department of Transportation and engineering consultants (Resolutions 2026-0665 through 2026-0669).
Pre-council meeting and public participation
